Florida Just Declared War on Animal Abuse — Here’s What’s Inside the Bill
The 2026 legislative session may bring the biggest overhaul in animal welfare laws in decades
Governor Ron DeSantis has rolled out a new proposal aimed at strengthening animal welfare protections across Florida, including right here in Boynton Beach. The plan, slated for the 2026 legislative session, takes direct aim at abusive puppy mills and promises stronger safeguards for both pets and the people who love them. It builds on last year’s “Trooper’s Law” and “Dexter’s Law,” adding tougher breeder regulations and creating a statewide hotline where anyone can report suspected abuse.
If the legislation passes, the Florida Department of Business and Professional Regulation would take charge of tighter licensing rules for breeders. Pet stores would also need to set aside space for local shelter adoptions before offering dogs from commercial sources. The package includes steeper penalties for animal cruelty and better access to veterinary records, giving buyers more confidence and transparency. Many residents are hopeful these changes could finally bring the level of protection animals deserve - especially here in Palm Beach County.
