East Boynton is changing in a way residents can now see from the road, not just on planning maps. Five major residential and mixed-use projects are underway, bringing roughly 1,800 new homes and at least $638 million in publicly reported investment and construction financing. Octavia, Ocean One, The Villages at East Ocean, The Dune and The Pierce are reshaping the downtown and Federal Highway corridor, where cranes now rise above familiar streets and vacant parcels are giving way to apartments, shops and new public spaces.
For longtime residents, the transformation is becoming impossible to miss. Most of the projects began moving forward in 2025 and 2026, with openings expected between 2027 and 2029. When the dust settles, the biggest change may be the new rhythm of downtown life: more people walking to dinner, more lights on after sunset and more customers for local businesses. Boynton has talked about revitalization for years. Now, piece by piece, a new downtown is taking shape.
This 63-Acre Project Will Transform Green Cay
One of West Boynton’s most ambitious environmental projects is finally taking shape. Green Cay Phase II is transforming 63 acres near Jog and Flavor Pict roads into a new nature park with waterways, walking and hiking trails, passive recreation areas, a pavilion and more parking. A boardwalk will eventually link the new park with the existing Green Cay wetlands. The result will be a much larger destination for residents. More space to walk. More room to explore.
But Green Cay Phase II is about more than recreation. A new advanced purification facility will initially produce up to 2 million gallons of purified water each day, helping replenish local groundwater supplies. The county also approved nearly $5 million in additional work, including two more production wells, bringing the planned total to four. A new learning center will focus on water conservation and South Florida’s water resources. The expanded facilities are now expected to open in early 2027.

What Tonight’s Tax Vote Could Mean for Boynton Homeowners
Boynton Beach could take an unusual step on the night of September 8: lowering its property tax rate to the rollback level for the first time in city history. The proposed rate is 7.4257 mills, down from the current 7.75. Because property values have increased, the lower “rollback” rate is designed to bring in about the same amount of tax money from existing properties as the city collected last year. In simple terms, the city would be taking a smaller percentage of each property’s taxable value. Commissioners will also review the city’s proposed budget and several other fees. One increase under consideration is the residential fire assessment, which would rise from $145 to $170 per home. The hearing begins this evening, September 8, at 6:00 pm at City Hall.

Boynton Beach’s push west began in 1962, when State Road 804 was extended into what was then mostly rural land. The road, originally called New Boynton Road, helped open the area to decades of growth. In 1983, it was renamed Boynton Beach Boulevard - today one of the main routes connecting east and west Boynton.
